The Shiners are a gang of criminals that operate in Slam City. Memebers of this gang have undergone the eyeshine procedure from the "doctor" Cutter. Seeing as only .2% of the recipients of this operation survive it, and only .0005% of the survivors ever regain vision, the shiners are an extremely lucky group of individuals.
